  • Introduction

    Thank you for your interest in joining the people and communities network for people who use services, parents, unpaid carers and the public who:

    • understand the issues important to people using health and care services and their families, or carers
    • have good communication and team-working skills
    • can communicate using email and are willing to learn how to use Zoom and other computer-based communication methods.

    There are 2 sections to the survey we would like you to complete. The survey should take no longer than 15 minutes to complete and your responses will be seen by our people and communities team who manage the network.

    Section 1:

    The first part of the survey is about you, your experience and how you want to get involved.

    Section 2:

    The second part of this survey asks you about your declarations of interest. To help you to think about anything you may need to declare, please read the NICE policy on declarations of interest.

    Once you have started the survey, you cannot save it and return to complete it at a later point, so you may want to think about your interests or gather any information you might need, before you start the survey.

    Membership criteria

    You cannot join the network if you meet one of the two categories below. By continuing with your application you are confirming you do not meet one of the categories below:

    • a doctor who is under investigation by the General Medical Council (GMC), or following investigation by the GMC has had restrictions placed on their practice or been removed from the Medical Register
    • other professionals who are under investigation for professional misconduct, or who have been found to be in breach of appropriate professional standards by the relevant professional body.

    GMC ‘Investigation’ is defined as an investigation into whether the practitioner’s fitness to practice is impaired by reason of one or more of the heads of impairment set out in section 35c(2) of the Medical Act 1983.

    • people who are the subject of a bankruptcy restrictions order or interim order
    • anyone who has been dismissed (except by redundancy) by any NHS or social care body
    • those who have had an earlier term of appointment with NICE terminated
    • anyone who is under a disqualification order under the Company Directors Disqualification Act 1986
    • anyone who has been removed from trusteeship of a charity
    • anyone who has breached NICE’s standards of business conduct
    • anyone who has received a prison sentence or a suspended sentence of 3 months or more in the last 5 years.

    All network members receive email bulletins about opportunities to get involved in work that does not involve attending committee meetings and can be done from home.

    This could include:

    • Reviewing documents for accessibility and wording.
    • Providing quotes about your experiences for our reports and documents.
    • Giving us feedback on work we are doing to support public involvement, such as online training modules.
    • Completing surveys.
    • Joining a group to work on a specific project.
    • Raising awareness of how people can get involved in our work and what our guidance says.

  • Join a committee - standing committees

  • Standing committees are made up of members, who stay with that committee for 3+ years, and consider different technologies or medicines. Each time the committee considers a new topic, experts are invited to join for that topic only.

  • Section 2: Declaration of Interests

  • The purpose of this section is to give NICE information about your interests that could be relevant to the work of the people and communities network.

    Interests can arise from professional or personal activities and include employment and income (outside of the NHS or public sector), speaking engagements, shareholdings, publications and research, and membership of professional or voluntary organisations.

    Interests that are not relevant or could not be seen to be relevant to the committee’s work do not need to be declared. For example, membership of sports and recreation societies, positions in local community groups, and shareholdings in companies unrelated to NICE’s work.

    You are responsible for the accuracy and completeness of the form and are encouraged to fully disclose any interests. Not declaring a relevant interest could lead to disqualification from membership of the committee or network.

    The declaration should cover all current interests and any from the last 12 months. Please also declare any new interests that are not currently held but will arise during involvement with the committee (for example, a new research project).

    Please include all interests relevant or potentially relevant to our work.

  • Do you have any financial interests to declare?

  • This relates to any financial benefits to you (direct interests). This means anything of monetary value, including: payments for services; equity interests, including stocks, stock options or other ownership interests; and intellectual property rights, including patents and copyrights and royalties arising from such interests. Examples are:

    • work in the commercial sector, including: a directorship, employment, consultancy, benefits in kind such as hospitality, payments for speaking engagements and sitting on advisory boards
    • clinicians undertaking private practice
    • ownership of part ownership of a healthcare provider including a GP partner or a community pharmacist who owns their business
    • direct payments from the commercial sector to attend a meeting, conference or event, over and above funding to support reasonable travel, accommodation and attendance costs
    • shareholdings or other investments in the commercial sector (unless these are held in a managed fund in which you do not have the ability to instruct the fund manager on the composition of the fund)
    • personal payment from the commercial sector to undertake research.

  • This relates to any non-financial professional or personal benefit, or non-financial issue that could affect your perceived objectivity. Examples include:

    • being an advocate for a particular group or member of a lobbying or pressure group with an interest in health or social care
    • holding office or a position of authority in a professional organisation such as a royal college, a university, charity, or advocacy group
    • involvement in an ongoing or scheduled trial or research project aimed at determining the effectiveness of a matter under review
    • having published a clear opinion about the matter under consideration.
    • having authored or co-authored a document submitted as an evidence pulication to the relevant NICE advisory committee.

  • This relates to any non-financial professional or personal benefit, or non-financial issue that could affect your perceived objectivity. Examples include:
